What is Gender Based Violence?
Sexual and gender based violence (GBV) refers to any act
that is perpetuated against a person's will and is based
on gender norms and unequal power relationships. It
encompasses threats of violence and coercion.
It can be physical, emotional, psychological, or sexual in
nature, and can take the form of a denial of resources or
access to services.
The terms "gender-based violence" (GBV) and "violence
against women" (VAW) are often used interchangeably,
since most gender-based violence is perpetuated by men
against women. GBV, however, includes violence against
men, boys, and/or those with
gender-nonconforming identities. As such, VAW is one type of
GBV.

This report provides the first comprehensive update since 2010 on the national, state, and local data systems used to measure domestic violence (DV) in Los Angeles County. It maps how DV is captured across criminal justice, health, hotline, and survey data sources, providing an overview of the strengths and weakness of data for each source, and highlighting persistent gaps that leave many survivors uncounted. The report offers recommendations to strengthen coordinated, survivor-centered data collection efforts that will help to ensure DV prevalence is measured accurately and equitably.

Drawing on the 2023 Los Angeles County Health Survey, this report presents new local estimates of intimate partner violence (IPV) across gender, sexual orientation, disability, and nativity. IPV is defined broadly to include physical and sexual violence, stalking, verbal aggression, and controlling behaviors, with attention to warning signs such as intimidation, isolation, and financial abuse. Together, these data and definitions aim to increase awareness, guide prevention, and promote healthier, safer relationships across Los Angeles County.
