Regional Violence Prevention Coalitions
In November 2021, the Los Angeles County Office of Violence Prevention (OVP) partnered with six community-based organizations to establish seven Regional Violence Prevention Coalitions (RVPC) throughout Los Angeles County. These coalitions were established based on the premise that violence is preventable and that local leadership is critical to address the types of violence that impact unique communities.
The seven RVPCs, which each serve a Service Planning Area, have begun to build a diverse community coalition that welcomes youth, parents, community members, advocacy groups, faith and community-based stakeholders, and county partners to the table. These coalitions work in collaboration with local partners and stakeholders to advance important practice, policy, and systems change within each community and throughout the county.
RVPC Lead Agencies Objectives
Mobilize a diverse, multi-sector group of community stakeholders and residents including youth and
parents to form a coalition that identifies and addresses issues relating to violence within their specific
Service Planning Area (SPA).
Conduct a landscape analysis to help identify violence prevention priorities for their communities that will
guide the development of a community action plan.
Develop a violence prevention community prevention action plan that will identify 3 - 5 key goals including
short term, intermediate and long-term goals with time-defined strategies aimed at achieving measurable
outcomes.
Build community capacity through training and technical assistance, assuring that youth, parents, and
marginalized community members have a voice in community violence prevention.
Engage with other local, place-based efforts, and with OVP’s County Leadership Committee (CLC),
Community Partnership Council (CPC) and Trauma Prevention Initiative (TPI) regional networks to inform
and advance countywide practice, policy, and systems change.
What is a Service Planning Area?
A Service Planning Area, or SPA, is a specific geographic region within Los Angeles County.
Due to the large size of LA County (4,300 square miles), it has been divided into 8 geographic areas. These distinct regions allow the Department of Public Health to develop and provide more relevant public health and clinical services targeted to the specific health needs of the residents in these different areas.
There are Regional Violence Prevention Coalitions in seven of the eight SPAs.

Antelope Valley Partners for Health
Antelope Valley Partners for Health (AVPH) is a community-based non-profit with a focus on access to health care, mental health care in schools, dental health for low income children, nutrition and physical activity programs, infant mortality issues, women’s health education, housing concerns for transitional foster youth, case management services for pregnant women, community based care management for senior citizens, support for at-risk youth and their families and programs for the reentry and homeless population.
Strength United is dedicated to the elimination of child maltreatment, sexual and domestic violence through healing, empowerment, education and increased public awareness of prevention strategies. They provide high quality trauma informed, crisis intervention, advocacy, counseling services, trainings, clinical internships, and prevention education to promote social change.
Day One is a community-based nonprofit organization that provides effective, high quality and culturally sensitive public health education, intervention, and policy development. Day One partners with youth to end dating abuse and domestic violence through community education, supportive services & legal advocacy.
Divinity Prophet and Associates is a community-based nonprofit organization which focus is to prevent potential homelessness of youth exiting the foster system by providing transitional housing, supportive services, and fundamental re-entry assistance. The organization promotes self-sufficiency while teaching skills that are relevant, build self-esteem, and are necessary for independent living.
Southern California Crossroads is a non-profit organization that was created to assist under-served, low-income communities. Our objective is to create Healthy, Peaceful and Productive lifestyles through Counseling, Education, Employment, and other Social Support Services.
The Urban Peace Institute (UPI) is a recognized leader in the field of community safety, just policing, and systems reform to end violence and mass incarceration. For over 20 years, UPI has worked to develop and implement innovative solutions to address community violence and engage in system reform.
Each month, staff from all seven RVPC Lead Agencies meet together for a virtual Learning Collaborative. The RVPC Learning Collaborative is an opportunity for members of the RVPC to gather and discuss key topics related to place-based violence prevention in Los Angeles County. Learning Collaborative members are also given the space to share success stories and to work together to address challenges and setbacks faced along the way.
As a part of the Learning Collaborative, lead agencies also received training from the LA vs Hate program which is an official partner of the Office of Violence Prevention. This training included a general overview of LA vs Hate, along with access to additional resources to report hate crimes, request bystander intervention training, and stay informed of upcoming events.

A new data resource that provides SPA-level data on a wide variety of topics including , incidents of violence, COVID-19, and a variety of other health outcomes that impact both children and adults. Available data is included in both table and map formats.

This updated version of the Community Action Plan and Evaluation Plan templates includes detailed instructions on how to develop and seek input on strong Community Action Plans and Evaluation Plans, in addition to updated templates to complete both deliverables. The document also provides example Community Action Plan goals that align with OVP’s Gun Violence Prevention Platform.
