Promoting Interoperability (formerly Meaningful Use) for Public
Health:
Vision: The seamless integration and effective use of health information.
Mission: To improve the quality of patient care and population health in Los Angeles County through the meaningful use of secured health information.
Goals: Provide technical assistance and information to help healthcare
providers successfully navigate required electronic reporting.
The Centers for Medicare and Medicaid Services (CMS) has established Promoting Interoperability Programs
for eligible providers and hospitals using certified electronic health reporting technology (CEHRT). At this time, LA County is participating in eligible provider (EP),
eligible hospital (EH) and critical access hospital (CAH) Promoting Interoperability Incentive Programs. For more information
please review the materials below.
LAC
Declaration of Readiness: Under the Promoting Interoperability Incentive Program, Los Angeles County Department of Public
Health is declaring readiness to receive eCR registration from eligible providers and hospitals beginning January 1, 2022.
Eligible providers and hospitals that wish to send electronic case reports to LAC/DPH to meet this
Promoting Interoperability measure should register through the following form:

Eligible hospitals who wish to send electronic reportable laboratory
results to LAC/DPH to meet this Promoting Interoperability measure should register with the California
Department of Public Health – HIE Gateway at
https://hiegateway.cdph.ca.gov/account/register.aspx.
Los Angeles County Department of
Public Health (LAC/DPH) is able to accept syndromic surveillance data
reporting from eligible hospitals (EHs) and critical
access hospitals (CAHs). If you are an
eligible hospital or CAH, please
contact
meaningfuluse@ph.lacounty.gov to schedule your
participation in and data connection to LAC/DPH
Syndromic Surveillance project. LAC/DPH will provide the
letter of attestation for this
measure. Eligible hospitals and CAHs that are currently
participating in the LAC/DPH Syndromic
Surveillance project, and are looking to upgrade their
data connections, should also email
meaningfuluse@ph.lacounty.gov for further
assistance.
For all other eligible providers,
please take the exemption for this measure as we are
only taking registration for EHs and CAHs. For your
records, please print out the documents made available
on this webpage (large blue and green buttons on the
right hand side).
Eligible providers and hospitals administering
immunizations during the reporting period and interested
in submitting EHR HL7 2.5.1 immunization messages to
meet the Promoting Interoperability Immunization Measure may do so by registering with the California Department of Public
Health – HIE Gateway/CAIR IZ Portal at
https://igs.cdph.ca.gov/cair/
