Overview

Public Health Investigation (PHI) Administration establishes standards of professional practice for Public Health Investigators (PHIs) operating across Los Angeles County who enforce public health laws, rules, and regulations related to communicable disease control. PHI Administration develops and directs quality assurance activities, coordinates recruitment, facilitates continuing education, and develops and delivers training curricula for new staff. The office provides technical support, investigative resources, and consultation to PHIs assigned to health districts and specialty programs. PHI Administration also conducts special investigations at leadership request and coordinates countywide PHI responses to disease outbreaks, natural disasters, and bioterrorism events. Mandated activities for Commercial Sex Venue inspections and Adult Film Industry enforcement are coordinated through this office.

Out-of-Hospital Birth Records

To register an out-of-hospital birth in Los Angeles County, contact the Department of Public Health Vital Records. Select birth verification cases may be referred to PHI Administration for further review. For more information, visit:

Important Notice:

PHI Administration no longer processes public records requests and searches, subpoenas, and body shipment letters. These functions are performed by the PHI Custodian of Records Unit within the Department of Public Health Executive Office.

Custodian of Records (COR)

The Los Angeles County Department of Public Health Custodian of Records (COR) function is managed by the Executive Office and operates separately from PHI Administration. COR handles requests for public health records, processes body shipment and port-of-entry letters, responds to subpoenas, and manages related record disclosures.
