Homelessness is an issue that impacts many individuals and families with substance use disorders (SUD). Approximately 20-35 percent of people experiencing homelessness (PEH) report having an SUD. Availability of stable housing during treatment and recovery tends to produce better SUD outcomes. SAPC is involved in numerous collaborative efforts to provide SUD treatment to those who are unstably housed and has various services and benefits for PEH with SUDs, including Recovery Bridge Housing. Recovery Bridge Housing (RBH)
Recovery Bridge Housing (RBH) is a type of abstinence-focused, peer-supported housing that provides a safe interim housing environment for individuals who are homeless or unstably housed. Participants in RBH must be concurrently enrolled in treatment, such as outpatient (OP), intensive outpatient (IOP), Opioid Treatment Program (OTP), or Outpatient (aka Ambulatory) Withdrawal Management (OP-WM) settings. Homeless Management Information System (HMIS)
The HMIS is a secure online database that enables organizations to collect client-level, system wide information on the services they provide to PEH and those who are at risk of homelessness. The HMIS is used in the coordinated entry process for homeless assistance providers to coordinate care, manage their operations, and better serve their clients.

Permanent Supportive Housing
DPH-SAPC receives Measure H funding for Homeless Initiative Strategy D7, which supports an integrated care model of physical health, specialty mental health, and SUD services to residents at permanent supportive housing (PSH) project-based and scattered sites throughout the County to achieve long-term housing stability and improved health and well-being. CENS services are provided to prevent eviction due to relapse by connecting residents to SUD treatment.

Family Solution Centers
A collaboration between the Department of Public Social Services (DPSS) and the Los Angeles Homeless Services Authority (LAHSA), Family Solutions Centers (FSCs) are a family’s first point of entry to the Homeless Family Solutions System (HFSS).

Homeless Outreach

Project Roomkey
Temporary housing solution for PEH who are medically vulnerable (regardless of immigration status), and to ease shelter populations for social distancing guidelines and slow the spread of COVID-19. To qualify to participate in Project Roomkey, individuals must be 65 years of age or older or have underlying medical conditions or be medically compromised.

Mainstream Services Integration
In October 2020, the city and county of Los Angeles reached an agreement in which the city agreed to create over 6,000 beds and the county agreed to provide mainstream services to participants in interim housing through various county departments. DPH SAPC will provide education, screening and referrals to substance use disorder treatment.
