S.T.A.R.T. and LA County Treatment System Transformation
START-ODS

The RIGHT SERVICE, at the RIGHT TIME, in the RIGHT SETTING, for the RIGHT DURATION.

Los Angeles (LA) County has entered a period of unprecedented opportunity to truly transform and upgrade its substance use disorder (SUD) system of care. The approval of the California Department of Health Care Services’ (DHCS) Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver has, for one, paved the way for LA County to increase access to SUD treatment services for adolescents and adults who are Medi-Cal eligible.  It has also allowed for launching innovative treatment design, practices and standards aimed at improving health outcomes and achieving sustainable SUD recovery.

The success of this transformation, and ultimately the success of SUD patients, will depend on crucial collaborations between the LA County Department of Public Health’s Substance Abuse Prevention and Control (SAPC) program and other programs within the Health Agency, treatment providers, treatment consumers, and other community stakeholder to build and implement this new SUD system of care. SAPC is committed to extensive and ongoing collaboration with these entities to develop this system, while supporting capacity building and infrastructure development efforts of the agencies providing SUD treatment services.  The information and resources below will assist in understanding how the SUD system will transform over the next several years, and in gathering community input on how to successfully implement this effort in LA County.
