Prevention Planning Subcommittees

The Prevention Planning Committee has four subcommittees that manage different activities for the PPC.  Please click on the subcommittee below to find out more information, including their purpose, meeting agendas, meeting summaries, etc. 

External Activities Subcommittee

The goal of the External Activities Subcommittee is to ensure broad-based community participation, address policy issues, and provide oversight of ad hoc groups.  This group meets monthly for two hours, or as their work plan dictates.  For example, depending on the work plan, they may hold town hall meetings, attend Joint Public Policy meetings, or do other work in the community, in lieu of having a regularly scheduled meeting.  This subcommittee is responsible for the following activities:

  1. Ensure development of work plan (accountability)
  2. Coordinate and oversee ad-hoc meetings as needed and report on progress
  3. Promote HIV prevention in other disciplines
  4. Identify emergent prevention issues
  5. Engage community and expert support
  6. Support broad-based community participation
  7. Educate and inform PPC on legislative process and relevant issues.  Conduct advocacy efforts.

Internal Operations Subcommittee

The goal of Internal Operations is to ensure and promote the efficient operations of the PPC.  This subcommittee meets monthly for two hours and is responsible for the following activities:

  1. Ensure development of work plan (accountability)  
  2. Review applications and vote on concurrence
  3. Coordinate PPC annual planning meeting
  4. Review and update PPC policies and procedures
  5. Review PPC members' attendance and participation
  6. Oversee nominations of new members, co-chairs, and UCHAPS representatives
  7. Coordinate and conduct new member orientation
  8. Recruit and retain members
  9. Review gaps in membership
  10. Ensure capacity building of members
  11. Evaluate PPC process as laid out by the Centers for Disease Control and Prevention (e.g. PPC member annual survey)
  12. Conduct process evaluation and outcome monitoring of PPC related activities (e.g. trainings, meetings, colloquia)

Joint Public Policy Subcommittee

The voting membership of the Joint Public Policy Subcommittee is comprised of members from the Commission on HIV (COH) assigned by the Commission Co-Chairs, a DHSP representative, members assigned by the PPC, and/or additional members appointed by the County of Los Angeles Board of Supervisors. The Joint Public Policy Committee is charged with following responsibilities:

  1. Advocating public policy issues at every level of government that impact COH and PPC efforts to implement an HIV service delivery plan for Los Angeles County, in accordance with the annual comprehensive care and prevention plans;
  2. Initiating policy initiatives in accordance with HIV service and prevention interests;
  3. Providing education and access to public policy arenas for the COH and PPC members, consumers, providers, and the public;
  4. Facilitating communication between government and legislative officials and the COH and PPC;
  5. Recommending policy positions on governmental, administrative and legislative action to the Commission, PPC and the Board of Supervisors;
  6. Advocating specific public policy matters to the various County of Los Angeles departments, interests and bodies
  7. Researching and implementing public policy activities in accordance with the County's adopted legislative agendas;
  8. Advancing specific COH and PPC initiatives related to each body's work into the public policy arena; and
  9. Other duties as assigned by the COH or the Board of Supervisors and other PPC related duties as assigned by the PPC or DHSP.

Los Angeles County Commission on HIV

Steering Subcommittee

The goal of the Steering Subcommittee is to provide oversight and guidance to the overall functioning of the PPC.  This subcommittee includes the PPC Co-Chairs (both community and governmental chairs) and the Chairs of the Internal Operations and External Activities subcommittees.  The Steering Subcommittee meets monthly for two hours either in person or by teleconference and is responsible for the following activities:

  1. Set the agenda for the PPC meetings
  2. Ensure the PPC accomplishes its goals and objectives as indicated in the overall PPC strategic plan and the subcommittee work plans
  3. Respond to time sensitive issues
  4. Enforce PPC members' attendance and participation
  5. Ensure collaborations are successful (e.g. UCHAPS, COH)
  6. Prioritize ad hoc groups, if necessary
