Susan Blackwell, MA
Susan Blackwell joined the Office of Planning,
Evaluation, and Development in September 2011 as a
policy and planning analyst. Ms. Blackwell has spent her
career with the Department of Public Health in
communicable disease control and prevention. She worked
in laboratory surveillance at the Tuberculosis Control
and the Sexually Transmitted Disease Programs. Most
recently Ms. Blackwell served in multiple roles at the
Immunization Program including coordinator for Women,
Infants, and Children's (WIC) programs, schools, and the
California Immunization Registry (CAIR). Ms. Blackwell
holds a master's degree in Political Science.
Joshua Bobrowsky, JD, MPH
Joshua Bobrowsky joined the Office of Planning,
Evaluation, and Development as a policy and planning
analyst in June 2011. Prior to joining the Office of
Planning, Mr. Bobrowsky practiced as an attorney in
civil litigation, and he remains a member in good
standing of the California State Bar. Mr. Bobrowsky
previously worked in the health policy field in the
areas of lesbian, gay, bisexual and transgender health,
HIV/AIDS issues, and public health preparedness policy.
Mr. Bobrowsky began his public health career at the Los
Angeles County Department of Health Services where he
held positions in the Office of Planning and the Office
of AIDS Programs and Policy. Mr. Bobrowsky holds a
masterís degree in Public Health and a J.D. from the
University of California, Los Angeles.
Kim Harrison Eowan, MPH, MCHES
Kim Harrison Eowan is a policy and planning analyst in the
Office of Planning, Evaluation, and Development. Since
joining the Department of Public Health in 2004, she has
worked in various capacities, including as Director of
Health Education at the Sexually Transmitted Disease
Program and Deputy Director of Health
Education Administration. Most recently, she served as
Chief of Staff for Emergency Preparedness and Response.
Ms. Harrison Eowan holds a masterís degree in Public
Health from the University of California, Los Angeles.
Virginia Huang Richman, PhD, MPH
Virginia Huang Richman is
the Assistant Director of the Office of Planning, Evaluation, and Development. Prior to joining PED in March 2007, Ms. Richman served as a program coordinator at the Johns Hopkins Primary Care Policy Center, working with federally qualified health centers and the Bureau of Primary Health Care under the Department of Health and Human Services. Ms. Richman holds a master's degree in Health Policy and Management from the Johns Hopkins Bloomberg School of Public Health and
received her Ph.D. in Health Services Research from the Johns Hopkins Bloomberg School of Public Health in 2008. Her dissertation focused on vulnerable populations and their access to primary care.
Wendy Kalisher Schiffer, MSPH
Wendy K. Schiffer is the
Director of the Office of Planning, Evaluation, and Development. Ms. Schiffer has spent much of her career in public health and health services planning positions in the Department of Health Services, including the Office of AIDS Programs and Policy, Capitol Projects, Office of Planning, Ambulatory Care, and the 1115 Waiver Medicaid Demonstration Project. Most recently, she served as director of the Children's Health Initiative, a program that administers a $4.6 million grant for outreach and enrollment into health coverage programs. Ms. Schiffer holds a master's degree in Public Health from the University of California, Los Angeles.
