Susan Blackwell, MA
Susan Blackwell joined the Office of Planning, Evaluation, and Development in September 2011 as a policy and planning analyst. Ms. Blackwell has spent her career with the Department of Public Health in communicable disease control and prevention. She worked in laboratory surveillance at the Tuberculosis Control and the Sexually Transmitted Disease Programs. Most recently Ms. Blackwell served in multiple roles at the Immunization Program including coordinator for Women, Infants, and Children's (WIC) programs, schools, and the California Immunization Registry (CAIR). Ms. Blackwell holds a master's degree in Political Science.

 

 

Gayle Haberman, MPH
Gayle Haberman joined the Office of Planning, Evaluation and Development as a policy and planning analyst in November 2013. Previously, Ms. Haberman worked with the Department of Public Healthís PLACE Program for 7 years where she managed a program to help low-resourced cities in Los Angeles County make their communities more walkable and bikeable. She also worked with Public Healthís Maternal, Child, and Adolescent Health Program where she coordinated the development of their 5-year strategic plan. Before working for the County, Ms. Haberman worked in the nonprofit sector co-directing an organization that assists low-income women to start their own environmentally-safe housecleaning businesses.
 
Kim Harrison Eowan, MPH, MCHES
Kim Harrison Eowan is a policy and planning analyst in the Office of Planning, Evaluation, and Development. Since joining the Department of Public Health in 2004, she has worked in various capacities, including as Director of Health Education at the Sexually Transmitted Disease Program and Deputy Director of Health Education Administration. Most recently, she served as Chief of Staff for Emergency Preparedness and Response. Ms. Harrison Eowan holds a masterís degree in Public Health from the University of California, Los Angeles.
 

Virginia Huang Richman, PhD, MPH
Virginia Huang Richman is the Interim Director of the Office of Planning, Evaluation, and Development. Prior to joining PED in March 2007, Ms. Richman served as a program coordinator at the Johns Hopkins Primary Care Policy Center, working with federally qualified health centers and the Bureau of Primary Health Care under the Department of Health and Human Services. Ms. Richman holds a master's degree in Health Policy and Management from the Johns Hopkins Bloomberg School of Public Health and received her Ph.D. in Health Services Research from the Johns Hopkins Bloomberg School of Public Health in 2010. Her dissertation focused on vulnerable populations and their access to primary care.
