Request for Hardship Wavier
If you are requesting a hardship waiver, please complete the Request For A Hardship Waiver form , and submit as instructed below:
Address and mail the completed and signed request, together with a sworn affidavit, and supporting documents or materials (demonstrating the responsible person’s financial inability to pay the citation fine) to:

- Please submit the completed and signed request, together with a sworn affidavit, and supporting documents or materials (demonstrating the responsible person’s financial inability to pay the citation fine) to: ehinfo@ph.lacounty.gov
- Please ensure that you note on the subject line the following: Request for Hardship Waiver / Citation Number / include the date when your citation was issued.
A request for a hardship waiver must be submitted at the same time as the Request for Administrative Citation Appeal.
Written notification of approved requests for hardship waivers will be mailed to the address or email provided by appellant.
If a request for a hardship waiver is granted, the responsible person(s) does not have to pay the citation fine at the time of the request for a citations appeal. However, the granting of a hardship waiver shall not excuse the responsible person(s) for the payment of the citation fine upon final determination that it is owed. If a request for a hardship waiver is denied, the responsible person(s) shall pay the citation fine and provide proof of payment within ten (10) calendar days upon receipt of the citation. Failure to make timely payment of the citation fine following the denial of a hardship waiver, shall constitute a waiver of the responsible person’s entitlement to an administrative hearing.
Important Notice
Due to the current pandemic and in adherence to the Health Officer Order, all County buildings are closed to the public and until further notice, all administrative hearings are held via telephone or through Microsoft Teams meetings.
