Homebased Food Operations

The Los Angeles County Homebased Food Program supports individuals who wish to legally prepare and sell food from their home kitchens while ensuring compliance with California Health and Safety Code (CHSC) regulations. The program oversees two types of home-based food businesses: Cottage Food Operations (CFOs), which allow the production and sale of prepackaged, non-potentially hazardous foods such as baked goods, jams, and granola, and Microenterprise Home Kitchen Operations (MEHKOs), which permit the preparation and sale of fresh, hot meals, including potentially hazardous foods, directly to consumers.

The program plays a crucial role in permitting and registration, issuing CFO Class A registration & CFO Class B permits and MEHKO permits while providing guidance on the application process to home food entrepreneurs. It also conducts inspections and compliance monitoring to verify that home kitchens meet sanitation and operational safety standards, particularly for CFO Class B and MEHKO operations. Additionally, the program focuses on education and outreach, offering guidance and training on food safety, proper labeling, and regulatory requirements to help small business owners navigate local and state regulations.

To protect consumers, the program also investigates complaints related to food safety concerns, product mislabeling, or illegal home-based food sales, ensuring that public health standards are upheld. By balancing entrepreneurial flexibility with regulatory oversight, the Homebased Food Program fosters small businesses, increases access to homemade food, and safeguards public health.

If you encounter a problem with a homebased cottage food business, or to report any public health issues, call the Environmental Health Division of the Los Angeles County Department of Public Health Customer Call Center at (888) 700-9995. Telephone agents are available on Monday-Friday, 8:00 AM-5:00 PM, or File a Complaint Online.

Public Health will not ask you about your immigration status and you can file a report without giving your name.
