The Los Angeles County Department of Public Health led door-to-door outreach and conducted a household survey in the neighborhood surrounding the Lineage Logistics warehouse after the June warehouse fire left significant amounts of food in the warehouse that subsequently created unsanitary conditions at the warehouse and nuisance conditions in the community.

The purpose of the survey was to assess community needs, understand health concerns, and connect residents with available resources and services, including air purifiers, N95 masks, healthcare information, relocation assistance and where to report odor and environmental complaints.

Survey Findings

Many survey respondents reported frequent, strong, and persistent odors.

· Odor strength (over the past week)

o 82% of respondents reported very strong odors

o 16% reported strong odors

o 2% reported moderate or light odors

· Odor frequency (over the past week)

o 90% of respondents reported noticing odors constantly

o 10% reported noticing odors a few times per day

o Less than 1% reported noticing odors once per day or less frequently

· Odor duration (over the past week)

o 59% of respondents reported the odor lasted more than 12 hours

o 24% reported it lasted 4-12 hours

o 8% reported it lasted 1-3 hours or less than an hour

o 9% reported the odor quickly comes and goes

· Public Health staff report of odor (at the time of the home visit)

o 79% of field staff reported a strong odor

o 19% reported a faint odor

o Less than 2% reported no odor or they were unsure of an odor

A significant number of residents expressed concerns regarding their health and the health of household members.

· Other health concerns related to the warehouse fire (at the time of the survey)

o 85% of respondents were concerned about air quality

o 74% of respondents were concerned about health symptoms

o 31% of respondents were concerned about getting medical care

· Pests (over the past week)

o 84% of respondents reported an increase in pests

§ 76% of respondents reported an increase in flies

§ 40% of respondents reported an increase in mosquitoes

§ 35% of respondents reported an increase in rodents

· Lingering smoke odor or visible ash (over the past week)

o 47% of respondents reported a lot of lingering smoke odor or visible ash in or around their home

o 16% of respondents reported a little lingering smoke odor or visible ash in or around their home

o 36% of respondents reported no lingering smoke odor or visible ash in or around their home

Public Health Outreach by the Numbers

· 650 households visited

· 240 households completed the survey

· 633 households provided with a resources packet

· 119 requested a follow up phone call to connect to additional support

o 66% of those were reached and provided information and resources after up to three callback attempts

· 298 air purifiers distributed

· 3,880 N95 masks distributed

Survey Methodology

Public Health teams visited homes within the area bordered by Calzona Street to the west, the I-5 Freeway to the north, South Herbert Avenue to the east, and Noakes Street to the south. This took place from 3:30 p.m. to 7:30 p.m. on Wednesday, July 15 and Thursday, July 16. Resources and information were provided to residents who were home when Public Health teams visited. Residents who were reached were invited to opt-in to a short survey developed by Public Health to assess the odor nuisance and other health concerns following the warehouse fire.

Public Health Actions

Public Health issued a directive to Lineage on June 29 that requires mitigation efforts, including temporary relocation, pest control, and clean up from smoke intrusion, in the impacted communities related to the facility fire and subsequent decaying food waste.

Public Health has cited Lineage Logistics unsanitary and nuisance conditions related to rodent and pest control violations following a complaint investigation on July 15, 2026. The department continues monitoring corrective actions and conducting regular reinspections to verify compliance.
