About Our Unit
Welcome to the Policy Analysis Unit website! We are part of the Office of Health Assessment and Epidemiology at the Los Angeles County Department of Public Health (DPH). We collaborate with other DPH programs to conduct economic evaluation and other analytic studies of public health programs and policies. We also work with DPH and external partners to conduct Health Impact Assessments, studies that assess the health and other impacts of policies, plans and projects in sectors where health is not necessarily the main focus. 

To conduct our studies, we rely on a variety of quantitative and qualitative tools such as statistical methods, simulation modeling, focus groups, and interviews with key stakeholders. Our work helps the Department of Public Health, other agencies, and the general public assess the degree to which our programs are achieving their goals and understand the potential impact of future policy decisions.

Mission Statement
To assist policymakers in making better decisions by providing them with information regarding the value of public programs and policies. This information can include their impact on health outcomes, health care expenditures, productivity, government expenses and other related benefits and costs.

Key functions
  • Conduct economic evaluation in public health

  • Assess the health impacts of policies and programs in Los Angeles County

  • Decision modeling

  • Disseminate reports, publications and data to decision-makers

  • Train DPH and other staff in health economics and health impact assessment methods

  • Provide guidelines, protocols, and resources to facilitate analyses

  • Contribute to advanced use of policy analysis in public health by participating in local and national workgroups, advisory committees and expert panels
