The Family Planning Program
Administration (FPPA) office is the Los Angeles County Department of
Health Services central program office which provides facilitation,
communication, coordination, consultation, evaluation, reporting,
planning, assessment, management, and etc. for both the federal Title X
Program and the State Family PACT (Planning, Access, Care and
Treatment) Program. FPPA serves as the intermediary between the County DHS
family planning clinic programs and CFHC and the State Office of Family
Planning. County DHS has 15 Family PACT clinic sites, and 12 of them are
also Title X approved clinic sites. (Please see

Title X Program:
The Family Planning Program
Administration office and the Director of Maternal Health and Family
Planning Programs, serve as the County DHS interface for the federal Title
X Family Planning Program, which is locally administered by the California
Family Health Council, Inc. agency. Title X is the federally funded,
nationwide program providing comprehensive family planning services to
millions of low-income patients at or below 250 percent of the federal
poverty level. The Title X subsidy grant provides family planning
information and services which improve maternal and infant health, lower
the incidence of unintended pregnancy, and reduces the incidence of
abortion. Services supported are contraceptive information and the
provision of all contraceptive services, as well as gynecological
examinations, basic lab tests, and other screening services for high blood
pressure, anemia, breast and cervical cancer, HIV, sexually transmitted
diseases, pregnancy testing, sterilization services, natural family
planning, and community education and outreach. The provision of
educational, counseling, comprehensive medical and social services are
necessary to enable low-income individuals to freely determine the number
and spacing of their children.

State Family PACT
Program:
In addition, the Family
Planning Program Administration office and the Director of Maternal Health
and Family Planning Programs, serve as the County DHS interface for the
State Family PACT Program. The Family PACT Program is jointly administered
by the California State Department of Health Services Office of Family
Planning and Medi-Cal. The goal of Family PACT is to make available
comprehensive, high quality services which provide women and men the means
to establish their desired number and spacing of children. Its target
population is all eligible low-income (at or below 200 percent of the
federal poverty level) persons in California who are not otherwise
eligible for Medi-Cal and have no other source of health care coverage for
family planning services. Family PACT provides services to women at risk
for pregnancy and men at risk for causing unintended pregnancy. Benefits
include contraception, fertility awareness, pregnancy testing, female and
male sterilization and reproductive health education and counseling.
Additional services include testing and treatment for sexually transmitted
infections, cervical cancer screening, Hepatitis B vaccination and HIV
testing.
State Family PACT Program
Client Eligibility: Clients must meet all the following criteria to be
eligible for Family PACT services
- Be a resident of
California (have a California address)
- Have a gross family income
at or below 200 percent of the federal poverty level
- Be determined by the
Family PACT provider to be at risk of pregnancy of causing pregnancy
- Have no other source of
health care coverage for family planning services, or meet the criteria
specified for eligibility with Other Health Coverage
- Has other health care
coverage for family planning and has requested that services be kept
confidential from spouse, partner or parent. The provider must not
bill the other health care coverage.
Note:
Due to the limited and the focus on reproductive health, it is necessary
to establish age limits for eligibility. For females it is 55 years
of age, and for males it is 60 years of age. Childbearing years for
women are generally up to 55 years of age, by which time most women are
menopausal.
