The Finance Section is responsible for the financial
management of an $83 million annual operating budget (FY 2003-04).
Duties include compiling, analyzing, and
preparing the annual submission of both the County and State budgets, monitoring
the fiscal position and projecting full year estimates throughout the year, as
well as various Department of Health Services, Chief Administrative Office,
Auditor-Controller, and State assignments:

Financial Performance Analysis.
Revenue Cost Reports.
Grant Expenditure Reports.
Revenue Accruals / Accounts Payable.
Certificates of Appropriation.
Year End Closing.
Internal Control Certification Program.

Other assignments the Finance Section is responsible for include: cost accounting,
revenue monitoring and collection, expenditure management, internal audits,
invoice processing through the on-line Countywide Accounting and Purchasing System,
verification of vendor payments and refunds, Enrollment/Assessment fee
collection and deposit, and processing non-Medi-Cal CCS payments to
County DHS hospitals and private providers.

The Procurement Unit is responsible for processing Children's Medical Services requisitions
for services and supplies, ensuring compliance with the County's established purchasing
policies and procedures, and researching available vendors for any given commodity or service.
Other responsibilities include oversight of the warehouse, maintaining stocked forms inventory,
delivering supplies to all sections (including therapy equipment to off-site locations) and processing
surplus/salvage requests.
