Service Planning Area 3, located in the Pomona and San Gabriel Valleys, is
one of the largest SPAs, hosting 29 cities and 32 separate school districts.
Because of its size and location in Los Angeles County, it has a diverse
display of many ethnic populations, hosting an array of all people from all
backgrounds. Because of its size and diversity, you can imagine the
challenges that this SPA Council faces to include each and every voice in its
community planning.
