Will Nicholas, Ph.D., MPH
Director, Center for Health Impact Evaluation
Dr. Nicholas joined the LA County Department of Public Health (DPH) in October 2015. Before joining DPH, he spent five years as a
researcher and lecturer at the UCLA Fielding School of Public Health. Prior to that he spent three years as Director of Research at the
California Endowment, six years as Senior Research Analyst at First 5 LA, and two years as Associate Policy Analyst at RAND. Dr.
Nicholas received a B.A. in Spanish Literature from the University of California, Berkeley; an M.A. in Latin American Studies and an MPH
in Population and Family Health from UCLA; and a Ph.D. in Health Policy from Yale University.
Laura Stroud, MSW
Project Manager
Laura is the Project Manager for the Center for Health Impact Evaluation (CHIE). She received her BA in Sociology from the University of
California, Santa Barbara and her Master’s degree in Social Work from the University of Michigan with a concentration in Administration
and Community Organization. Laura has over 20 years of experience in project, contract and grant management. Before joining DPH,
Laura worked for several nonprofits in the field of prevention education.
Semhal Berhe, MPH
Epidemiology Analyst
Semhal earned her Bachelor's and Master's Degrees in
Public Health from Cal State Northridge. Before joining
CHIE, Semhal was an analyst in the Outbreak Management
Branch of the DPH COVID-19 Incident Command System.
Prior to that she was a Data Evaluator at Tarzana
Treatment Centers and a student professional worker at
the LA County Department of Mental Health.
Laureen Masai, MPH
Research Analyst III, Behavioral Sciences
Laureen earned her Bachelor's degrees in Chemistry and Global Studies at the University of Kansas, and a Master's degree in public health
from UCLA. She joined LACDPH in 2019, working as an analyst across various programs, including Women's Health and Acute Communicable Disease
Control. Previously, she worked at the UCLA Center for Health Policy Research, managing data access for the California Health Interview Survey.
