Narcotics and Dangerous Drugs Commission


The Narcotics and Dangerous Drugs Commission (NDDC) is the advisory board on drug programs in Los Angeles County. Appointed by the Board of Supervisors, the nineteen-member Commission advises and makes recommendations to the Board and the Alcohol and Drug Program Administration on a variety of  planning and policy issues related to the County drug programs. The NDDC has four Standing Committees: Education/Prevention, Executive, Planning and Budget, and Program/Evaluation.

The NDDC meets at 1:00 p.m. on the third Wednesdays of each month. Most meetings are held in  the Kenneth Hahn Hall of Administration, 500 West Temple Street, Los Angeles. Meetings are open to the public.

Chairman John L. Moriarity - Narcotics and Dangerous Drugs Commission
Commissioner John L. Moriarity was appointed by Los Angeles County Supervisor Michael Antonovich to the Narcotics and Dangerous Drugs Commission (NDDC) in 1987.  NDDC advises and makes recommendations to the Board of Supervisors and the Alcohol and Drug Program Administration, a division of the Department of Public Health, on a variety of planning and policy issues related to the County drug program. He was recently re-elected to serve as Chair of the Commissioner in February 2008.

Commissioner Moriarity received both his Bachelor of Arts and Jurisprudence Doctor’s degrees from University of California, Los Angeles, and completed graduate work in medical-legal work at the University of Southern California. He has handled thousands of cases in the Los Angeles County Courts throughout the entire County. He has tried and then argued appellate cases that have changed the law in California as well as arguing before the California, Hawaii, and Nevada Supreme Courts. He has handled jury trials in all neighboring states.

Commissioner Moriarity progressed through the ranks of the Army Reserve after being on active duty and was promoted to full Colonel in 1981. Prior to completing 20 years in 1987, his last three assignments were as Supervising Judge Advocate, 311 Corps Support Command (California, Arizona, and Nevada); Commander of the Military Law Center, 63d Army Command (San Pedro) with subordinate units in California, Arizona, and Nevada, as Supervising Judge Advocate for said states at the 63d Army Command. Among other awards, he holds the Army Commendation Medal with two oak leaf clusters, Meritorious Service Ribbon with two oak leaf clusters and the Legion of Merit.

Commissioner Moriarity is a Board Member, Sheriff’s Youth Foundation (Chaired by Sheriff Lee Baca); Reserve Officer, City of Los Angeles Police Department; Board of Trustees Member, Americanism Educational League; Chairman, Military Academy Appointment Committee, 23rd Congressional District; Grand Commander, Order of St. Lazarus of Jerusalem; and Member, Bel-Air Navy League. Commissioner Moriarity is listed in the Who’s Who in American Law and holds the highest rating in the Martindale-Hubbell Law Directory.

In the past, he has served as: Commissioner, United States Department of Transportation National Highway Safety Commission, appointed by President Reagan; President, San Fernando Valley Business and Professional Association; President, Granada Hills Chamber of Commerce; Commander, San Fernando Valley Chapter, Military Order of the World Wars; President, San Fernando Valley Lincoln Club; Member, Board of Directors, Van Nuys Chamber of Commerce and North Hollywood Chamber of Commerce; Associate Editor, California Trial Lawyers Association; Chairman, Judge Pro Tem Committee, San Fernando Valley Bar Association; Member, Advisory Committee of California State University, Northridge; Bar Association Trustee and Member, Board of Directors Valley Chapter, American Red Cross; Member, Board of Directors, Greater Los Angeles Chapter Association of the United States Army; Vice President of Beverly Hills Pops; Member, Board of Governors for the Glendale Symphony Orchestra; Member of the 51st District Agriculture Fair Board, appointed by Governor Wilson of California.

Commissioner Moriarity and his wife Maria, reside in Calabasas. They have six grown children.
