Planning, Evaluation and Response Section

Planning and Evaluation:

The Planning and Evaluation Unit is responsible for cross-cutting ACDC activities. The unit develops and monitors the program's strategic plan, annual operational plan, and performance measures.

The unit publishes ACDC''s Annual Morbidity and Special Studies reports by working with all ACDC units. The unit also facilitates ACDC's quality improvement efforts by using quality improvement tools and processes. The unit assesses, identifies, and plans for public health interventions to achieve the program's mission that are evidence-based and collaborative with public health and community stakeholders. Program and project evaluation activities are ongoing by collaborative efforts with other ACDC units.

The unit initiates, implements, and evaluates innovative, sustainable, community-based infectious disease prevention projects informed by syndemic and consequential epidemiology in collaboration with diverse community stakeholders.

In recent years, the unit has been working in partnership with child care and early childhood education providers throughout Los Angeles County to reach parents of children ages 0-5 with an evidence-based reptile-associated salmonellosis prevention intervention (see ACDC Special Studies Report).

Response:

The ACDC Response Team:

  •   Provides ongoing subject matter expertise (SME) consultation related to
        biological incidents to other public health programs, first responder agencies,     
        hospitals and the community as needed

Included in the development of training and planning efforts for biological-related  
   response exercises, drills and activities.

 Responds as indicated to the field or hospitals for the assessment, evaluation; 
   and investigation of suspected biological incidents in collaboration with the
   technical advisory group (TAG) and/or the Emergency Preparedness and
   Response Program (EPRP).

Participates and collaborates with the Consortium of Technical Responders  
  (CTR), a multi-agency collaborative of agencies comprised of members from
  the LAPD, LAC Sheriff, DPH, Fire Hazmat, US Customs and Border Patrol,  
  California Highway Patrol, FBI, and US Postal Inspectors

Details a Public Health Nurse (PHN) to the
  Joint Intelligence Regional Center(JRIC)

PHN assumes the role of Weapons of Mass Destruction
  (WMD) Medical Intelligence Analyst

The JRIC is composed of public health, fire services,
  law enforecment, FBI and US Department of Homeland Security to share and
  analyze information, disseminate intelligence, and assist with the coordination
  of resources for a unified response to a terrorism event
